Planning for science: China’s “grand experiment” and global implications

Abstract China’s rising capability in science, technology and innovation to a certain extent has do with “a grand experiment” that started 15 years ago when the Chinese government released National Medium Long-Term Plan for Development of Science Technology (2006–2020) (MLP). MLP launched indigenous strategy set goals turn China into an innovation-oriented country. The junction old phased out new (2021–2035) will soon be introduced holds greater historical practical significance international scientific communities make sense planning science. This paper reviews progress achieved implementing MLP, analyzes daunting challenges facing become nation, discusses implications science communities, speculates on what might included MLP.
